Kenya Introduces Robust Legal Framework to Drive Climate Action

The President of Kenya, H.E. Dr. William Samoei Ruto, C.G.H, has launched Kenya’s National Climate Change Action Plan (NCCAP) 2023-2027, Long-Term Low Emission Development Strategy (LT-LEDS) 2022-2050, and Climate Change Act (Amendment 2023).

By showcasing African leadership, Kenya demonstrates readiness to implement the Nationally Determined Contribution (NDC) through the third NCCAP aligned with the LT-LEDS. The NCCAP serves as the key planning document to mainstream and implement climate change actions.

Kenya joined the NDC Partnership in 2017 and updated its second NCCAP with Partnership support. The updated NCCAP aligns existing national plans with the country’s five-year Medium-Term Plan development cycle and updated NDC targets.

The NCCAP outlines seven priority climate action areas, covering policy and regulatory environments, capacity building, knowledge management, technology and innovation, climate finance, and monitoring, reporting, and verification.

The Partnership supported Kenya’s first NDC revision with funding from the German government (BMZ) and through GIZ. Now, the Partnership continues to support Kenya with the elaboration of the third NCCAP 2023-2027.

This support includes technical mitigation and adaptation analyses, setting ambitious targets, nationwide consultations, development of sectoral plans, and institutionalizing reporting. Supporting Partnership members include EIB, EU, FAO, UK, UNDP, USAID, World Bank, and WRI.

At the launch, NDC Partnership Global Director Dr. Pablo Vieira congratulated Kenya for its leadership and commitment in driving ambitious climate and development action. He highlighted Kenya’s strong framework for implementing climate commitments and effectively mobilizing climate finance, which improves the livelihoods of all Kenyans.

The Partnership remains committed to supporting Kenya in coordinating, implementing, tracking, and reporting NDC actions through the revised NCCAP. Additionally, the Partnership will provide technical assistance to develop an Investment Plan for Kenya’s LT-LEDS and NDC.

The NDC Partnership is a global coalition that brings together over 200 members to deliver ambitious climate action in line with the Paris Agreement and drive sustainable development. Currently, the Partnership supports over 40 countries across Africa.
